Not going to say that this will definitely fix your problem, but updating (and rebooting afterwards) your PVE to the latest version would be a good starting point for further troubleshooting in my opinion.
Maybe it already fixes your problem or at least you can rule out the old PVE (and all that comes with it) version(s).
