[SOLVED] VM shutdown failure

I have a few VMs, when I try to shutdown these VMs from WebUI or commands like qm shutdown they just don't respond and return such massages as below.
These VMs used to running on another machine and they have no shutdown problem back then. After I transferred them to a new machine (with backup, transfer the backups, and restore), the shutdown problems appeard.
I have confirmed that ACPI support and QEMU Guest Agent are enabled from WebUI.
The OS of these VMs are Windows 10 and Debian 12. They seems to be normal and can be correctly shutdown on remote desktop or ssh terminal.
