I created an Ubuntu server VM with 120 GB of storage. I logged in today to update, and the machine is telling me that it is using 99.9% of 14.66GB of storage in root. Why is it not utilizing the entire storage that I set up, or can I increase it within the server?

The ubuntu installer isn't using the whole space by default. You will have to "lvresize" the root LV from within the guest. And next time when installing an Ubuntu, tell the installer to use the whole vdisk for its root LV.
