I am at a loss of where to even look. I am getting close to 1Gbps up and down from my Windows 11 VM, but all of my containers and the PVE host are getting at most 25Mbps up and down, but usually closer to 7Mbps. I am using speedtest-cli on the containers and host, and google’s speed test on the Windows 11 VM. Downloading LXC templates or updating the host is super slow. I googled the issue and a few suggested to add a line to grub and downgrade my kernel, but that didn’t help. Any direction or suggestions appreciated!

In our experience, using speedtest-cli can be very unreliable. Particularly since you are saying you are reach 1 Gbps with the Windows 11 VM (where you are actually reaching 1Gbps) - but not on the machines where you are using speedtest-cli.
I would suggest checking the speed from everything to some external Host in the same network, e.g. the gateway.
