VM Convert to Template Stuck

I setup a CentOS 8 VM and went through the installation. Went inside the VM and installed the cloud-init package and then shut the VM down.

In Proxmox I click on the VM and did a "Convert to Template". This didn't seem to do anything, and the VM no longer has any commands to start/shutdown.

I checked the task in the Proxmox gui and it says for the following tabs:
Output: TASK OK
Status: Stopped: OK

How are you supposed to create a template? And when it gets hung up like this, how do you manage the VM again and turn it on?
 
I just looked at the documentation:
"As soon as the VM is converted, it cannot be started anymore and the icon changes. If you want to modify an existing template, you need to deploy a full clone from this template and do the steps above again."

Got it. How do you add the "template" where the rest of the templates are stored so any node can use it to be deployed? The template appears to be residing on the node and not in the Template mount?
