VirtIO multi-queue - balancing?

IRQs are not balanced evenly when using VirtIO multi-queue. Does anyone know if this can be adjusted?

The following KVM multi-queue site references a flow director, anyone know anything about where to start digging?:

queues 2 & 5 receive 200% to 300% more interrupts than others:
