Video Output for a specific VM

I have a physical server running my NVR software with a hdmi connection to a monitor so I can view a live feed of my cameras at my desk. If I setup the NVR as a VM on another server I have, and that server has a dedicated graphics card, can I configure proxmox to show video output only for that VM if I have an HDMI cable hooked up to it?
 
When you use PCI passthrough to passthrough that GPU to a VM, then the outputs of that GPU will show the desktop of the VMs OS. So yes, that will work. I personally use a VM as a HTPC, connected to my TV, to consume media. But keep in mind that when passing through a GPU, neither the host nor any other VM can use that GPU. So no PVE console and so on if that is your servers only GPU.

Understood thanks for the info! The host I am going to put the NVR VM on will be the same host I will use with Plex, so what your saying is with the Plex VM I wont be able to use GPU Acceleration for video encoding. Need to think it out further but good to know its possible. Thanks!

Your Plex VM won't be able to do HW encoding/decoding if it got no PCI passthroughed GPU. So you need 2 or better 3 GPUs in that server. For example iGPU/onboard GPU for the PVE host, one GPU for plex and one GPU for NVR.

A workaround could be to attach something like a raspberry pi to that monitor and then use a RDP/SPICE client to do a remote connection. But without a passthroughed GPU this might stutter and will consume a lot of CPU ressources, as all video decoding has to be done in software by the CPU.
