vGPU not passthrough

I have a dell c4130 and 2 amd s9150 cards. I can't get vGPU to work. Is there a step by step that applies to these cards or server or both? It's making me want to jump out of my basement window.

AFIK this GPU does not support vfunktions for multiple VM.
