Verify jobs never complete

I am trying to run a PBS server to back up an 11-node cluster with 518 VMs. The verify job is not keeping up, so I am left with fewer than half of the backups verified. Is there anything I can do to tune this, or is there a better layout for the server? The server has 36 12TB HDDs in it, in a raidz2 configuration across 4 vdevs.
 
I am not using a metadata cache. I was looking into figuring out a way to add that, but when reading what it's used for. Does not seem it would fix this issue. It might help out with how long it is taking to do the backups and prune them.
