This isn't specific to ProxMox, as I had the same issue using KVM on Arch too.
If I assign a physical USB keyboard to a VM, there seems to be a long delay before it is actually usable by the VM.
Whether I pass it through as a USB device, or if I pass through a dedicated PCIe USB card with the KB connected to it, makes no difference.
It means I can't access the OVMF config or any OS boot menu, until after the timeout passes, and it's too late.
Googling is difficult due to KVM being called the same as the "old" physical KVM switch.
