Have you tried adding iommu=pt like this thread: https://forum.proxmox.com/threads/megaraid-9540-8i-virtual-drive-not-found.143223/post-643558 (intel_iommu=on is not needed since kernel 6.8 and it is probably the cause, so intel_iommu=off might also work)?
