Upgrade VE 7.4-1 to VE 8.2 boots to initramfs command prompt

I upgraded from VE 7.4-1/ 5.15.152-1-pve to VE 8.2/ 6.8.4-3-pve and the system boots to an initramfs command prompt. No drives are seen.

File system is ext4.

Per https://forum.proxmox.com/threads/stuck-at-initramfs.56158/

I tried the following:

zpool import -R / rpool
nothing changes

echo -n " rootdelay=15" >> /etc/kernel/cmdline
pve-efiboot-tool refresh
nothing changes

Per https://forum.proxmox.com/threads/boot-failed-after-upgrading-to-7-2-4-stuck-in-initramfs.109937/

I tried the following:

update-initramfs -u -k all
reboot
nothing changes

lvm vgchange -ay pve
no drives found

When I boot to the 5.15.152-1-pve kernel, it boots fine. I'm not sure what to do at this point to get it to work with the 6.8.4-3-pve kernel. Attached is the /etc/lvm/lvm.conf file and below is the /prc/cmdline info.

cat /proc/cmdline:
BOOT_IMAGE=/boot/vmlinuz-5.15.152-1-pve root=/dev/mapper/pve-root ro quiet
