I would try to activate a ceph repository (in your case no-subscription). I once had problems updating without an active ceph repository, even if I didn't use it.

But don't use your deactivated Quincy repository, that version is EOL. Try Reef or Squid.

Fixed it with installing necessary packages manually via apt
