upgrade from 4.4 to 5 failed !

Hello,
i just follow https://pve.proxmox.com/wiki/Upgrade_from_4.x_to_5.0#Caveats_to_know_before_you_start and upgrade to proxmox 5 but right now no commands for proxmox like as pveproxy --debug and etc work!
when i execute apt-get update it says

root@usa-pve:/var/log# update-ca-certificates
Updating certificates in /etc/ssl/certs...

when i execute service pve-manager start it says it is dead it seems pve-manager and related service not installed!
can any one help me?

And of course, you need a subscription key to access the enterprise repository.

If you do not have a key, you need to disable the enterprise repo and you have to manually add the pve-no-subscription repo.
