There is an update to the pve-container package reading:

  * setup: switch network configuration from network-scripts to NetworkManager
    for RHEL 10 and derivatives like CentOS Stream, AlmaLinux and Rocky Linux.

I supposed this refers to running pve-container on those specific Linux distros, whereas if you use the Debian-based Proxmox image the change does no "apply" right?

P.S. I was not aware Proxmox supports installation to other distros so was a bit surprised to ready this.
 
No it refers to the distribution you use for the container. Proxmox VE host os is always Debian Stable with an Ubuntu kernel
