Trying to update, but the process is stopping at 'libicu63'; 2% etc... And then nothing is continued...
What could be wrong???

it just seems that the connection is slow? maybe you can try a different debian package mirror

Hmm - my guess would be that some middlebox (firewall, proxy, router) terminates the connection (at least I had a few cases where this was the reason for a particular download to fail)...

as said - my guess is that you have some kind of firewall in your path to ftp.debian.org, which blocks the download (because it might match some spurious signature) - check with your network-provider

else - for the time being - you can change the apt sources to https for the debian mirrors
 
Strange... Nothing is blocked by Internet provider...
So as temporary solution change 'http' to 'https' ? Will that work...?

I guess so - try it :)
(the pve no-subscription repository is not available via https (but if the problem is only with libicu I guess it will work with http for PVE)

seems ftp.debian.org does not provide the fitting certificate. security.debian.org (and the pve-no-subscription repo) do not provide https service - the following should work:

the Proxmox server is reachable from here

as said I'm pretty sure something in your path to the mirrors is terminating the connections (antivirus, firewall, ...)

I could not find the problem.
Is the 'proxmox' update server down now...?
I can not ping to 212.224.123.70. (download.proxmox.com).
On the other hand ping to other IP/server 212.224.123.7 works.

Any idea what could be wrong? Any other server for 'proxmox' updates...?

you can try to configure one of the other cdn hosts explicitly:
fr.cdn.proxmox.com
na.cdn.proxmox.com
