Bash: root@pve:~# pveversion pve-manager/8.1.4/ec5affc9e41f1d79 (running kernel: 6.5.11-7-pve) anyone have any suggestions?

How exactly did you try? E.g. what commands did you run? Have you tried changing the boot order in the UEFI firmware setup itself? Maybe it's just some bad firmware that isn't playing along.
