unable to modify boot order, default is 'UEFI OS'

i can't change boot order even i use efibootmgr. everytime i reboot, it will restore to default like this:

no matter if I remove UEFI OS or i change boot order.
Bash:
root@pve:~# pveversion
pve-manager/8.1.4/ec5affc9e41f1d79 (running kernel: 6.5.11-7-pve)

anyone have any suggestions?

How exactly did you try? E.g. what commands did you run?

Have you tried changing the boot order in the UEFI firmware setup itself? Maybe it's just some bad firmware that isn't playing along.

efibootmgr -b 0001 -B
to delete 0001 UEFI OS. but after reboot it still get in UEFI OS, and i have to using F11(BIOS BOOT ORDER) to boot in proxmox
