Unable to load access control list: connection refused

Greetings everyone,
I am facing a problem since yesterday and I have been going through every single recent topics related to this issue, but nothing worked so far.
I can only access Proxmox via SSH, but not the GUI through the browser.
So far the connectivity between the server and the client is established. However, when I try to qm list I encounter an error which says unable to load access control list: connection refused.
Same thing happens when I try to use any of systemctl commands such as systemctl restart pve-cluster or pve-daemon etc.. ( I dont know what either of which stands for or means by the way) but this is what I saw in a lot of topics here in the forums.
Any help would really be appreciated.

Hi,

is the /etc/pve mounted `ls -la /etc/pve/`?

I would check the syslog looking for any error message.
 
I dont have this folder, should I create this directory?
It says no such file or directory
