I'm getting: Package nfs-kernel-server is not available, but is referred to by another package. Package nfs-kernel-server has no installation candidate. Is this package not available in the repo?
Unable to install nfs-kernel-server on PVE

Maybe first update your pve inst. before trying to install that package which might be newer from repo than your inst.
pve1:# dpkg -l |grep nfs
ii libnfsidmap1:amd64 1:2.6.2-4+deb12u1 amd64 NFS idmapping library
ii nfs-common 1:2.6.2-4+deb12u1 amd64 NFS support files common to client and server
ii nfs-kernel-server 1:2.6.2-4+deb12u1 amd64 support for NFS kernel server
The first 2 are auto-installed, the server is additional.
