Unable to boot up Windows Server 2008 after importdisk (repairing mode loop)

Hi all,

One more server (Windows server 2008 R2 Standard) I have tried to bootup but still unlucky. ( in repairing mode loop)

Same as the other one, I can see those disks appeared when I using the server installation media and also able to see the last recovery image but every boot up , looping in the repairing mode.

May I seek for help? (also tried to enter safe mode but unable to get in)
