Unable to ADD one Block /28

Hello, i use Proxmox VE 8 last version
i have one block /28 and i would like to use it to have my VM use the ip of my block
I will have Windows VM / Linux / and different

I dont find the way to add my block and use on ip per VM
Im looking everywhere but n,one is really releveant for my issues.
Is this somebody who can help me.

Im not linux guy and lot of command is no talking to me .
