Unable to access consoles through the web interface when cluster node is offline

So i have made a cluster of 2 servers, PVE1 and PVE2 (lets name them so) and i noticed that once PVE1 is offline, i can't have console access on PVE2 systems even though i can use windows RDP or ssh to connect to them.

When i removed PVE1 using pvecm delnode, i can access the vm's through the web consoles again.

How is this all related?

As many threads in this forum will tell you that two-node clusters are problematic because neither has quorum when the other is not running: https://pve.proxmox.com/pve-docs/pve-admin-guide.html#_quorum
