PVE version: 9.1.1 I've now configured PVE with GPU passthrough, resource mappings, network, and custom services. I want to package the entire PVE system so I can install it directly on other new hardware.I don't know if this can be achieved, or if anyone has done similar work.

passthrough and resource mappings are machine specific, so running the same stuff on another machine will most probably not work.
