Trying to get USB hard drive to spin down, am I doing something wrong?

I have a USB hard drive I use for periodic backups and though I only use it occasionally it has been spinning constantly since I added it a couple of weeks ago. I've been trying to configure it to spin down after 120sec but I can't seem to actually my settings to work properly.

Is there something I am misconfiguring below?



Added the following to my PVE "/etc/hdparm.conf" file



After a reboot I am still getting 254

Proxmox is probably checking the disk size and usage every minute or so as it does for every enabled storage (for the graphs).
