Transfer permissions from one cluster to another

We are restructuring our datacenter and moving some servers to new network segments. During this process we are planning set up a new PVE cluster in the new network segment with new hardware and set the old nodes in the old network segment EOL.

The VMs should not be a problem to move - at least offline. Backup from old cluster and restore to the new one. However we have some sets of permissions with pools, groups and users. Is it possible to export only the permissions from the old cluster and import it to the new one?
 
You should be able to find all those groups, pools, users and permissions in the file /etc/pve/user.cfg.
