I had a pve up and running with grub with gpu passthrough working without a hitch.
I reinstall proxmox with a zfs mirror and get a shock when I see systemd and already now I think...bah, this is going to cause issues.
A few moments later, my fears were confirmed
a vm with a gpu added and romfile loaded like previously in the grub install starts up, the monitors go black and no "proxmox" POST on the gpu outputs.
The vm continues to load windows I assume as the pool it resides on shows IO activity. I just cannot see it.

I configured root=ZFS=rpool/ROOT/pve-1 boot=zfs amd_iommu=on video=efifb:off in etc/kernel/cmdline
I ran the pve-tool update refresh thing
I configured modprobe.d/vfio.conf with the relevant id's
I edited modules and added the 4 vfio enties

What's going on?

Realizing my bootloader had been infected with covid-19 variant-systemd I solved the problem by running applying the vaccine:
rm -rf /dev/sdl and installing proxmox without ZFS mirror as boot...
