for this error, check if you see a file /var/run/nologin or /etc/nologin

what were you doing exactly when the issues started happening? this is normal if you have scheduled a shutdown

did you change anything on the server recently?

We were not doing anything, the virtual servers shut down and reset by itself, but it was stuck and not reset.
 
do you see anything in the syslog or journal of this server that suggests a shutdown or something similar?

do you have HA enabled? (watchdog can cause the host to shutdown too)

how long has the server been in this state?
