Stop VM impossible

Shutdown will only work, if you have installed and activated the Guest Agent. The Agent is normally installed in any Linux distribution (but you have to activate is in VM options), but you have to install it by yourself on a windows machine.
Without the guest agent shutdown will work too. You just shouldn't enable "QEMU guest agent" in the VMs option and then forget to install the guest agend. With "QEMU guest agent" option not enabled PVE will shutdown the VM via ACPI.
 
I created a GIST you can download if this is still a problem, which is for me. But according to this PATCH, a patch was available 364 days ago (Jan. 26, 2023). Now it is time to put my 2-month-old VM to sleep.
 
Just in case it helps anyone since I encountered this problem when trying to reboot during a debian install. I checked that the lock file was being hold by the qemu agent which is still not installed I guess so that is why it is just waiting forever.

One thing that works though, is that you can pause the VM, then stop it. Since works well from the GUI and does not require any additional workaround.
