Start a stopped qemu after rollback snapshot

I don't know it is normal working or not.
I stopped a VM, later I rolled back a previous snapshot.
The VM state become to running.

Could you give me more detail why it is happened?

if the snapshot have also memory snapshoted, yes, proxmox rollback it to the running state.
