Problem is that pve makes owner www-data - but for working ssl pub keys - owner must be root

i'm not sure what you mean with "working ssl pub keys".

are you getting an error somewhere? what is not working? please post details

I'm talking about the case when you need to connect to ssh using a public key - it doesn't work
The reason is that proxmox changes the owner of the file.
