So I don't know what caused this. Yet, but when I have all the VM's disabled on my proxmox (just to test), the internet speed of Proxmox VE itself is about... 0.07MB/s.
I have followed several guides on what it could possibly be, from checking the interfaces to configuring the grub. But at this point, I am at a loss.

If I do ANYTHING in my VM's, they can run at a full 1gig if they wanted to, but the proxmox host takes a complete dump in it's internet speed.

I'm an almost complete noob with networking, feel free to ask what you need!

external router/qos/firewall ?
some specific configuration on host ?
iptables rules ?
additional packages ?
external: Plugged into modem directly from ISP, second server with similair setup (farm) has proper speed (700mb+)

specific conf's: Ask and you shall get, currently installed on the host is dns (pi-hole), reverse proxy (nginx) and proxmox itself.

iptables: Everything is allowed, not using IPTables.

additional packages: What classifies as an additional package?

NIC: Intel Corporation I350 Gigabit Network Connection
Kernal & PVE: pve-manager/8.3.0/c1689ccb1065a83b (running kernel: 6.8.12-4-pve)
New PVE: I just reinstalled proxmox, machine is still utterly slow (apt update is taking minutes, instead of seconds)

Ok jesus, it gets interesting. If the IP is 10.0.0.200, it is utterly slow. I just changed the IP of proxmox (after the reinstall) to 10.0.0.202 and now it has the full 1 gig. Bloody hell

So I can tell you wile upgrading my infra... I [REEEEEE] hate ipv6, not because of what it can do. But the absolute lack of adoptation.

Anyways, thanks for your help @_gabriel. I'll check the QoS. BUt probably will stick with the new IP instead. Mostly to keep my sanity intact.
