Spam with Level 7 still passes Level 2

Hello all,
I have configure my PMG to block every spam that is above level 2, but the thing is that even spam with level 7 still passes trough. Is the rule not working like >=2 block everything?

From the screenshot it seems that your rule does not have an Action object (Block or Quarantine) - thus nothing is done with the mail in that rule...
