is it possible to create VM-Backups via PVE/PBS for VMs located on iSCSI-Storage with "mode snapshot"?

Sure.

The relevant snapshot-mechanism is the one implemented inside of KVM/Qemu.

Not the one the filesystem/blockdevice is missing and ZFS (for example) offers.

To expand a bit more : the Snapshot name is applied to two completely different layers of the system. They both do a snapshot from their point of view, but the underlying technology is not the same.
