Version 7.4 of the smartmontools are still not in the stable bookworm repo. You would have to add bookworm-backports repo to get that package...

Version upgrades on the stable repo only happen when stable is upgraded to the next version. Debian back-ports fixes rather than updating the package because that might break configuration files and such. So not until trixie is released will the packages be updated.

You could open a ticket on Bugzilla: [1], with your/the reasoning, as suggested here:

Or just install the one from debian-backports. That's what it is for.
The version installed on my server is 7.3-pve1 which means its a Proxmox maintained version, not from Debian repos. The version on pvetest is 7.3 as well.
Does the debian version 7.4 fully work on proxmox and can it be installed alongside or over the pve version?
If yes, what is the reason for why Proxmox has its own smartmontools package?
Regardless, i think Proxmox should at least update their package to 7.4-pve1 for the pvetest repo
