When I try to install any sort of vm for example a ubuntu server the installation part takes up to 2-3 hours and when I reboot it the startup takes 10-15 minutes. Has anyone had this before? Here is my cpu: Intel(R) Core(TM)2 Quad CPU Q8200 @ 2.33GHz and i have 10GB of ram.

Did the PVE installer complain that KVM virtualization isn't supported or something like that? Thats a 15 years old CPU without VT-x support. Without VT-x everything might be very slow, as everything has to be fully emulated as the CPU is lacking the virtualization support.

Yeah i got a message on the installer that KVM is not supported, is there anything i can do to make it faster? :\

LXCs should still be fast, as these are not virtualized. But then you are limited to Linux. There isn't really much you could do to make it faster when your CPU is missing the required hardware features.
I would get another cheap and maybe newer second hand machine that supports VT-x and maybe VT-d. You will find way better machines for less than 100$ hat also might be more power efficient which will save you money on the long run.
