Slow VMs after some inactivity period

Hello.

I have Proxmox server with some KVMs, active working during the day. At night no users are at office, so VMs are really doing nothing. So, every morning there is some period (about an hour), when VMs are rather slow, then performance is back to normal until the next morning.

I see rather large swap usage on host, the memory usage is:

total used free shared buff/cache available
Mem: 15G 10G 232M 33M 4.7G 4.6G
Swap: 15G 8.7G 7.3G

Could it be a swap issue, should I change swappiness on host system?
 
Well, looks really like swap issue, so add memory / move some VMs and set low swappiness. Default 60 is way too much for virtualization server IMO.
