I'm pricing out options for migrating away from vSphere. I'm trying to make sure I capture all the licenses and costs of switching to Proxmox VE.

The system would consist of three 1-socket servers running with High Availability on an air-gapped network.

From their website, I would need 3 instances of STANDARD at € 530/year & CPU socket.

Looks like I'd need a copy of Proxmox Offline Mirror as well for

 
Proxmox is licensed under the open source AGPL3.0 and you do not have to pay for using it. You are talking about support subscriptions (with support tickets), which you can use to get support from Proxmox employees. Licenses and subscriptions are legally very different things. Maybe you already know this and it's just a simple typing mistake but people do get them mixed up sometimes.
