Is it possible to programatically boot into the ipxe shell on a VM execute commands in the shell?

You should be able to use the qm monitor to emulate keys, yet you will not see anything.

Maybe explain what you want to archieve?

i'm trying to automate giving it a static ip address and to download a kernel and initd image.

You can also automate on the DHCP side so that you will provide to a given VM (more precisely the MAC) a specific syslinux.cfg so that it does what you want.
