Setting IPs to a VM

I have proxmox installed and two nodes created. I want to create new VMs but I don't know how to assign an external public IP to the VM so that the server can be reached from the outside. Any advise is appreciated.
 
with vms you configure the network inside the guest vm
 
I guess I am not understanding where that is. I have opened the new VM in proxmox but I don't see the IP of the VM listed as one of the options available. Must this be done at the console level?
 
no i mean you configure the network inside the guest operating system (e.g. windows network settings)
