Seeking Help on GPU Selection and/or Configuration

I'm building a hefty Proxmox Server to migrate my Plex library from Synology and also as a Windows VM, amongst other things. The base of the system is going to be a Tyan S8030 motherboard with an EPYC 7302P (16/32) CPU & 128gb DDR4 3200 RDIMMs, 10gbe Intel NIC, an LSi SAS9211-8i HBA (IT mode for TrueNAS passthrough), 8x 8TB SAS HDD, 2x 2TB m.2 NVMe (mirrored RAIDZ for Proxmox local VDEV) and 2x 58gb m.2 Optane drives (mirrored VDEV for TrueNAS SLOG).

So my dilemma and what advice I'm seeking: GPUs. I'm planning on a pair of GPUs - one for trancoding by the Plex LXC and the other to passthrough to the Windows 10 VM. I've scoped out an NVIDIA Quadro P4000 for Plex, which wouldn't get passed through, and an NVIDIA RTX3060 Ti to passthrough to the Windows VM. In following all the installation and setup guides I get stuck on the notion of blocking (e.g., blacklisting in /etc/modprobe.d/). I'm concerned that if I blacklist "noveau" and "nvidia" so I can passthrough the 3060 to Windows that Proxmox won't have available the Quadro for the Plex LXC.

So my questions are:

1. Do I go with a different Plex transcoding option, such as an Intel Arc? [the suboptimal choice IMO]
2. If I can stick with the 2 planned NVIDIA GPUs, can I configure Proxmox to not take control of the 3060 so it can be passed through to Windows? [optimal solution IMO]

The community's advice and counsel is greatly appreciated.
