SeaBIOS vs OVMF in PVE 6.4-9

Windows 10 v21H1 installation:
When I create a windows VM ,If I choose to use SeaBIOS , this VM will take a long time (at least 4 minutes, in these minutes, the cursor just blinking on the screen) to start to load ISO file to begin the installation, but If I choose to use OVMF , it will start to load ISO file after I power on it. it's a huge difference.
Is it a bug ? what cause that difference.
