rules improvment sujestion

Hello pmg stuff member ,
I would to offer big improvement to the rule systems.
I think that if you add the negate option it will be more then great ,
Which mean that we can add rule with the following :

 accept ==> from : global while list ==> which is NOT Spam + NOT Virus ... etc.

I will be very easy and accurate to add rules like this.

To achieve that you just move the virus and spam check rules above the whitelist rule.

Not precise , because that would change all of the basic of the basic order.
Part of my needs is to have the ability to do more custom rules to be made for single case
In your suggestion is to change the order list and the priority ,
but in my suggestion if I was able to add negate , I change no priority for all others and change only
the sub rule and gain much more rule ability.
