Rules check order

Hello guy's ,
I would like you the help me to get a full understand the pmg rule systems work behaiver.
For the sumulation rule , let us call it Test_Rule
I got this inside action :

Action : block
What : pdf , doc , xls
From : vip_sender
To : vip_domain

My question is :
Is there must be ALL rules or enough ONLY one for action to take place

If the mail matches the From, the To as well as one of the What objects, the action 'block' is run for the mail.

OK , but what would happen if no attachment at all but to To and the From is matches ?

Then the What objects don't match and the rule as whole does not match, as it requires at least one What object to match if you specified at least one.

IF I need to get mail with out ANY attach (fully safe) , who can I achieve that
