Root user only 20gb?

I'm currently using OVH to download proxmox on my dedicated server, however I keep running into the issue where it shows only 20gb.

Is this correct?

They've decided that 20GB is enough for basic operation. I am sure, before they arrived at those numbers they had people complain that "root" was using too much and more was needed for the "data". If you don't feel that 20G is enough, it seems that you can change it via the "pencil" icon.
You can also just delete the "data" entry and give everything to root if you feel so inclined. There is no "one size fits all" here.

Could you explain like I'm five the partitions and what each one is for?

Though main question is the one I'd be editing I'm guessing is / ?
 
Sure... You have four buckets where you can place various things important for your life.

The first bucket is called boot - this is where your toothbrush and toothpaste live, and also your breakfast and OJ. Its needed to get you started.

The second bucket is called "root" - this is where your coloring paper, scissors, pencils, pens, alphabet books are. Its essential for your daily operation.

The 3rd - swap is where you write all the ideas that you think are important but dont fit in your memory, so you can come back to them later.

The 4th is where all your toys are - this is where you place "virtual castles", toy containers with interesting applications, cute snippets with rules for behavior, copies of your important stuff to be saved forever, and other things that you think you need.

If you think you need more space for coloring paper and extra scissors, you can make your 4th bucket smaller and 2nd bigger.
You can also throw away the 4th bucket and make your second bucket as large as possible so all your stuff is in one place.

In general most *ix based OS's have similar partition layout. However, its fully customizable should you want to do so.
The /data is PVE specific in this case. Most likely its expected that you will use that partition to store:
- virtual machines
- containers
- ISO and other images
- snippets
- backups
