Restrict root access to Proxmox web interface

How do I restrict root access to the web interface, but also allow users to login and manage only their VPS?
I would like to allow root access only from one IP.

If you configure your permissions properly when a user logs in they only see what you allow them to see

But I would like to prevent brute force attack with "root" user
