Restore VM's from failed server

I have a proxmox server that will not start back up. In an effort to bring the VM's back online quickly I mounted the drive and copied the critcal VM's out of /dev/pve/data, copied the entire partition. How can I go about migrating/restoring these into the new server?

Got through this following the steps to move the database and vm's over. Only had one VM that needed to rollback to a snapshot to come up right.

Not only /dev/pve/data, because Proxmox guest settings inside /etc/pve.
