restore issues

I have ProxMox 6.3.3 installed and have been very happy with the O/S
Server is a Dell R-610 with 96Gig Ram and 2tb storage

When I perform a restore it brings all other VM's to their knees and non functional
What Could I have mis-configured on the server its self or with ProxMox
It takes about 3-4 hours to restore one of my VM's

How big are the VMs you restore, and how is your storage set up?

This sounds like the restore is using up all the resources of the storage and thus the other running guests don't get fast enogh IO.

As a first workaround, you can limit the bandwidth to reduce the impact on the running guests. You can do this for each restore (Read Limit) or globally in the Datacenter -> Options panel with the "Bandwidth Limit" option.
