Restore freezes all vms?

When doing a restore, other vms are not responding, I guess because resotre takes all ram and cpu but not sure. So is there way to throttle restore process resourge usage?

there is a option -bwlimit for vzdump you can set in vzdump.conf for limiting io on backups, but not sure if this takes also effect on restores;

Thanks for update. Is it also something to limit usage for compressing and decompressing period?
