Resource group limiting by HW

Hi,
In proxmox is there any possibility to make a resource pool in order to limit the CPU/RAM resources?
I need to make this configuration to be able to limit some groups so that they can not increase the CPU in values that can not saturate the infrastructure. For example you have a server with 4GB of RAM and you can increase it to 16GB but not to 32GB.
